As the global digital landscape continues to evolve, the Shanghai Cooperation Organization (SCO) has placed increasing emphasis on digital and technological cooperation among its member states. The 2024 SCO Summit underscores the importance of building robust digital connectivity, fostering technological partnerships, and addressing cybersecurity challenges. This focus not only reflects the growing influence of the digital economy but also aligns with the SCO's broader goal of fostering sustainable growth and regional stability.
Since its inception in 2001, the SCO has predominantly been associated with security and economic collaboration. However, the rise of the digital economy has added a new dimension to the organization's priorities. Member states, including China, Russia, and India, are rapidly advancing in technological innovation, making digital cooperation a key agenda item in recent summits.
One of the SCO's primary focuses is fostering technological partnerships among its member states. Countries like China and Russia, which are at the forefront of technological development, are playing pivotal roles in this process. China's Belt and Road Initiative (BRI), for instance, has facilitated the development of digital infrastructure across Central Asia and beyond, promoting the "Digital Silk Road" as a critical component of regional connectivity.
Russia, with its advanced cybersecurity and AI capabilities, has also become a key player in shaping the technological cooperation framework within the SCO. The country's focus on digital sovereignty and cybersecurity initiatives provides a strategic blueprint for member states looking to enhance their digital resilience.
India, a technological powerhouse in its own right, has also emerged as a major contributor to the SCO's digital agenda. Through initiatives such as "Digital India," the country aims to position itself as a global leader in information technology (IT) and cybersecurity, offering its expertise to fellow SCO members.
Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan are also making strides in adopting digital solutions to improve governance, enhance trade, and promote economic development.
Cybersecurity: A growing concern
As digitalisation accelerates, cybersecurity has become a major concern for SCO member states. Cyberattacks, data breaches, and the growing threat of cyber warfare have underscored the need for a comprehensive and coordinated approach to digital security. According to a 2023 report by Kaspersky Lab, cyberattacks in the Eurasian region have risen by nearly 30% over the past year.
To address these challenges, the SCO has prioritised the development of a unified cybersecurity strategy. The Regional Anti-Terrorism Structure (RATS), originally designed to combat terrorism and extremism, has expanded its scope to include cybersecurity threats. RATS facilitates information sharing and coordination among member states to combat cybercrime and protect critical digital infrastructure.
China and Russia, both recognised as global leaders in cybersecurity, have been spearheading these efforts. China's "Great Firewall" model and Russia's focus on cyber defense have provided frameworks for other member states to follow. Additionally, SCO initiatives encourage member states to invest in local cybersecurity capabilities, reducing reliance on external technologies and fostering digital independence.
Digital economies: The future of growth
The digital economy is expected to play a central role in shaping the future of the SCO region. According to the World Bank, the digital economy in Eurasia has the potential to generate billions of dollars in value, create millions of jobs, and significantly enhance productivity.
The 2024 SCO Summit presents a unique opportunity for member states to strengthen digital and technological cooperation. With the right investments and strategic collaborations, the SCO can emerge as a leader in digital connectivity, driving sustainable growth and prosperity across Eurasia.
