This refers to the letter ‘Misuse of resources’ (November 29, 2024) by Akbar Jan Marwat, concerning the arbitrary use of financial and other provincial resources by Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur. As a student of political science, I agree that elected representatives do not have absolute powers of discretion over public finances, resources and personnel. They are answerable and accountable for the right and proper use of such resources towards the betterment of their constituents. There are or should be, a number of checks and balances on the use or abuse of these resources and revenues.
In addition to parliamentary checks, there should also be audits, official bureaucratic checks and, in the worst case, judicial checks. Right now, it seems that none of these systems are working in KP and that all the provincial resources and personnel have become subject to the whims of the CM and his coterie.
