CSA expands CSS training to Balochistan

LAHORE: The Pakistan Civil Services Academy (CSA) has unveiled an ambitious CSS Outreach and Preparatory Programme for graduates of Balochistan. The flagship initiative seeks to bridge long-standing disparities in access to quality mentorship and academic resources, empowering talented youth from the province to compete effectively in Pakistan’s Central Superior Services (CSS) examinations. The move also aimed at promoting inclusivity and fostering national integration.

The programme, meticulously designed by CSA’s Capacity Building Wing and supervised by Director General Farhan Aziz Khawaja, envisions a structured, fully residential preparatory course to enhance regional representation within the country’s bureaucracy. With core consultation from selected probationary officers of the 51st and 52nd Common Training Programmes, the initiative exemplifies CSA’s commitment to equity and excellence.

Scheduled to run through three dedicated batches between October 2025 and January 2026, the programme will host 150 participants (male and female) at the CSA’s Walton Campus in Lahore. Each one-month batch will provide intensive academic and skill-based training, targeting fresh graduates from different Universities of Balochistan with a preference for those enrolled in leading universities such as Quaid-e-Azam University, Punjab University, and other HEC-recognised institutions within the province.

Prospective candidates will undergo a rigorous selection process involving an aptitude test conducted by a national testing service, under the auspices of Balochistan’s Higher Education Department. To ensure a long-term commitment to public service, selected candidates must pledge to attempt the CSS examination at least three times.

The curriculum has been crafted to address both core academic needs and essential skill development. Participants will receive comprehensive instruction in subjects such as English Essay Writing, Pakistan Affairs, Current Affairs, and Comparative Religion, complemented by targeted modules in time management, analytical thinking, communication skills, and structured writing. The daily schedule will include expert lectures, peer mentorship, group assignments, mock exams, and exposure visits, creating a dynamic learning environment.

A hallmark of the programme is its mentorship component, which will pair each participant with a current CSA probationer and an alumnus of the Academy. This personalized support system aims to provide practical guidance, motivation, and strategy-sharing based on real-life experiences. Beyond academics, participants will benefit from CSA’s extensive on-campus facilities, including hostel accommodation, modern library resources, high-speed internet, sports facilities, and balanced meal services.

In line with its mission of inclusivity, the programme has been designed to be financially accessible. The Government of Balochistan is expected to underwrite the cost through scholarships or direct funding, ensuring that no deserving candidate is excluded on financial grounds.

The anticipated impact of the initiative is far-reaching. By enhancing academic readiness and reducing exam-related anxiety, the programme will not only boost socio-economic mobility among marginalized communities but also contribute to a more representative and diverse civil service.

The effort aligns with broader federal goals of strengthening centre-province integration and

fostering public trust in state institutions.

For the participants, the experience promises to be transformational. Exposure to national institutions, interaction with senior civil servants, and participation in civic dialogues will cultivate a deep sense of civic responsibility and national belonging. Ultimately, these graduates are envisioned as future role models and change agents within their communities.
